Planning Support for the Department of Homeland Security
The Department of Homeland Security (DHS) was formed in March 2003 through the consolidation
of 22 agencies from other departments of the Federal Government. The Homeland Security
Act of 2002 authorized the Secretary of DHS and the Director of the Office of Personnel
Management (OPM) to develop new Human Capital (HC) processes and systems for the
Department in compensation, performance management, classification, disciplinary
matters, and labor-management relations.
To assist in this effort, Orizon holds a contract with DHS to provide Human Capital
Planning Support. Under the contract, Orizon provides a full range of services,
related to envisioning and planning the transformation of Human Resources (HR) across
the Department, including: formulating alternative concepts of operations for consolidating
HR services, defining required operational activities, and exploring the role of
information technology in meeting planning goals.
