ERP Implementation for the Department of Housing and Urban Development

The Department of Housing and Urban Development (HUD) Federal Housing Administration (FHA) Comptroller developed the FHA Vision of Financial Management that describes FHA's goals and objectives for financial management systems and operations. FHA's vision incorporated the use of a new Joint Financial Management Improvement Program (JFMIP) compliant commercial-off-the-shelf software package to function as a subsidiary ledger that would capture and report on FHA's financial transactions in a manner consistent with federal rules and regulations.

The new system would provide the ability to perform daily and real-time funds control, automate the reconciliation of fund and cash balances, and conduct queries of detailed case-level financial data. Orizon was selected as the prime contractor for the Legacy Applications Interface component of the overall project. On this prime contract, we are leading the project activities required to interface FHA's existing transaction and business support systems to the PeopleSoft General Ledger. This involves converting legacy systems accounting data to FedGAAP/USSGL compliant data. The technical environment includes PeopleSoft Financials, Oracle DBMS and Mainframe systems. To date, Orizon has been responsible for successfully:

  • Planning and supervising business process reengineering and fit/gap analyses.
  • Integrating financial operations for FHA insurance systems, including developing new interfaces with current FHA legacy systems, external vendors, service bureaus and other Government agencies.
  • Improving business processes by using the capabilities of the FHA Subsidiary Ledger to reduce manual efforts and to automate support for FHA’s funds control, general ledger, cash management, contract accounting, and asset disposition operations.
  • Converting legacy systems accounting data to FedGAAP/USSGL compliant data.
  • Supporting interfaces and integration with additional modules that the FHA will implement in the future.
  • Improving the timeliness of transaction updates to the FHA Subsidiary Ledger General Ledger module.

Developing the multiple technical and program management documents required by the HUD System Development Methodology (SDM). Since the system began full production in November 2002, Orizon has been providing a full spectrum of operational support as well as expanding the FHA’s use of PeopleSoft Financials in other areas.
